UPDATE: Body-worn camera footage from the June 4th mass detention at 2245 S. Michigan was released on September 12th and can be found on the Chicago Police Department website. The Committee will be reviewing and providing analysis, and we encourage the public to do the same!
Last Friday, the Mayor’s Office released much of the information requested by our Committee via order SOr2025-0017810, including internal communications from the Chicago Police Department (CPD), the Office of Emergency Management and Communications (OEMC) and the Mayor’s Office (MO) related to the mass detention at 2245 S. Michigan Avenue on June 4th, 2025.
I am grateful to the Mayor’s Office for prioritizing public transparency and accountability by releasing this information before the order was passed by the full City Council. In that same spirit of transparency, we have posted the material from each department below, including:
- The Mayor’s Office Internal Review of the June 4th Incident, including recommendations for changes in protocol as a result of this incident;
- Communications related to the June 4th incident from the Mayor’s Office (link to view and download):
- Memo detailing all of the materials submitted from each department;
- Emails related to the June 4th incident;
- Communications related to the June 4th incident from the Office of Emergency Management and Communications (OEMC) (link to view and download):
- Audio and associated event reports for 3 calls regarding the June 4th activity in the 2200 block of S. Michigan Ave;
- Radio traffic from 2pm-8pm on June 4th, broken down into 1-hr increments;
- Communications and reports related to the June 4th incident from the Chicago Police Department (CPD) (link to view and download)
- Police Computer Aided Dispatch (PCAD) and Data Warehouse Service Call Report for the event;
- Emails related to the June 4th incident;
- Welcoming City Ordinance Reporting from April 1st–June 30th.
After reviewing these materials, the need for an independent investigation is even clearer. As of now, to the best of our knowledge, an independent investigation has not yet begun. The Mayor’s Office’s internal review has recommended changes to the Civilian Office of Police Accountability (COPA) Ordinance to facilitate their investigation of this incident, so we hope to get clarity on when, how, and by which entity the investigation will take place.
We are also working to get a clear timeline for the release of bodycam footage from CPD. While the memo from CPD cites the necessity of applying FOIA redactions prior to releasing body cam footage, we need an explanation on what is being redacted and why. Given that CPD has released data on vulnerable immigrants to the Department of Homeland Security (DHS) with unredacted personally identifiable information in response to their FOIA request, we need to understand why the standard would be different in this case.
Again, I thank the Mayor’s Office for facilitating this release of information, and the departments for their compliance. We look forward to continuing to work together to make sure that we uphold the Welcoming City Ordinance.
Yours in Service and Community,
